Westview, a Proposed 85 Unit Affordable Housing Development in Santa Ana
By: Chad Kim
Developer, Community Development Partners, proposes an 85 unit affordable housing development in the City of Santa Ana near the intersection of Westminster Ave and Fairview St.
The project site is located at 2530 and 2534 Westminster Ave, and was part of the City's competitive program for building affordable housing. Four different proposals were considered by the City, and through this reviewing process, Community Development Partners along with Mercy Housing Living Centers was selected based on their highest rated proposal.
Currently, the existing use at the 2.056 acre site is undeveloped. The proposed project would develop the site with two residential buildings that would range between three and four stories tall. Parts of the buildings that are nearest to the neighboring single family residences would be three stories tall. Additionally, the proposed project would construct a parking lot and playground that would create space between the proposed buildings and the single family residences:

Out of the total 85 units, 58 units will be for extremely low-income households at 30 percent of the Area Median Income. Additionally, 26 units will be reserved for permanent supportive housing for persons experiencing chronic homelessness. Out of the 26 units, ten units will be for transitional aged youth such as emancipated foster youth. Unit types ranges from 1 bedroom and 4 bedrooms, where 3 and 4 bedrooms will be for large families. The 1 and 2 bedroom units will be for permanent supportive housing. One unit will be set aside as a manager's unit.
In addition to the residential units, the development would also include:
- Office space for service providers,
- A community room,
- A meeting room,
- Laundry rooms,
- A 5,000 sq ft playground and picnic area,
- Two residential rooftop patios,
- Internal courtyards
